Preface
This working paper expresses tentative proposals which the Commission has under consideration. The Commission invites comment on the proposals. The Commission wishes to report to the Attorney-General well before the end of 1971 and requests, therefore, that any comment to be made be made so as to reach the Commission by the 1st of November, 1971.
The Commission is not committed to these proposals and may change or abandon any of them, or may add to them, on the basis of comments received or of its own motion.
