Star Grants Program 2011-2012

Grants are awarded on the basis of merit for projects that focus on improving professional standards and increasing consumer protection in the areas of:

    • Codes of ethics
    • Codes of practice
    • Quality management
    • Risk management
    • Complaints resolution
    • Voluntary mediation
    • Membership requirements
    • Discipline of members
    • Continuing occupational education

Who is eligible to apply?

You are eligible to apply if you are a member of an occupational association with a Cover of Excellence® Scheme and participate in that scheme.

Occupational Associations administering Cover of Excellence®Schemes can now apply

What types of activities qualify for a grant?

Activities that meet an identified professional standards need, improve consumer protection or facilitate improvements in occupational professional standards may qualify.

    What activities are ineligible for funding?

    Activities that the occupational association has already noted in its 5 year-risk management plan under its Cover of Excellence®Scheme may not be eligible. Please note, however, that enhancements or extension to existing activities maybe considered.

    Specific activities that are being funded via another funding source may not be eligible. Part-Funding for specific components of a bigger project maybe considered.

    Individual attendance at training courses to satisfy professionally proscribed CPD training requirements is not eligible.

    Star Initiative Grants are highly competitive and late applications will not be considered.
    What assessment criteria will be applied?

    The selection criteria are:
    • Provision of evidence based need for the activity.
    • Demonstration of how the activity will contribute to the development or improvement of professional standards and consumer protection in a range of areas (such as, but not limited to: codes of ethics, codes of practice, quality management, risk management, complaints resolution, voluntary mediation, membership requirements, discipline of members and continuing occupational education).
    • Contribution to the development of self-regulation (ie improvements for professionals in practice.)
    • Ability to enhance risk mitigation strategies identified in the 5 year risk management plan of an occupational association with a Cover of Excellence® Scheme.
    • Demonstrated ability to complete the activity within the specified timeframe (eg detailed budget, previous experience with similar projects, adequate resources, clear goals).
    • Objectives are measurable/quantifiable.
    • Activities whose the results/outcomes can be replicated/ implemented across industries and professions.
    • Any other additional information that is obtained as part of the process of evaluating the applications.
    What happens after my application is submitted?

    All detailed applicants will receive an acknowledgement letter within 14 days of the close of applications.

    The Office of the Professional Standards Councils will make a preliminary assessment, and request any further information, if required.

    All detailed application will be reviewed and ranked by the Star Initiative Grants Committee and selected EOIs that meet the eligibility and selection criteria will be recommended to Councils for further consideration.

    All applicants will be advised of the outcomes.

    Successful applications will be announced on the Councils’ website and detailed in the Councils’ Annual Report(s). What happens if my application is successful?

    The Councils will fund the activity, based on a formal agreement.

    Successful applicants will be required to sign and return two copies of the Star Initiative Grants Agreement. This forms a contract between the Professional Standards Councils and the applicant.

    Under the agreement, grant recipients are required to submit to Councils timetables for activities and a payment schedule. These provide the basis of monitoring activities, to ensure that the funds are being applied appropriately. The signed agreement must be returned within 28 days of the offer, otherwise the offer maybe withdrawn.

    All grant recipients are required to submit a report within 3 months of conclusion of the activity. The report must include achievements against objectives.
