How to make a submission


Any member of the public can comment on the matters relevant to a current project. (Current projects will tell you the projects on which the Commission is currently seeking public comment.) The comments can be made as:

    • a preliminary submission on a project's terms of reference, which we will normally take into account in preparing consultation papers; or
    • a submission on the issues, questions or proposals raised in a consultation paper, which we will normally take into account in preparing reports with recommendations to the government.
The Commission would like to hear from you if you have an opinion on a matter under review or personal experiences of the issues involved. You do not need legal qualifications to make a submission, although the Commission welcomes input from the legal community.

Format of submissions
There is no set format for submissions. A short comment in a letter may be enough. Alternatively, you may wish to prepare detailed suggestions or a critique of several pages. We usually set a deadline for submissions (identified in the relevant paper). It would be helpful if your comments and submissions addressed specific issues or proposals in the consultation papers.

Use of submissions and confidentiality
The LRC generally publishes submissions on our website and refers to them in our publications.

Please let us know if you do not want us to publish your submission, or want us to treat all or part of it as confidential.

We will endeavour to respect your request, but the law provides some cases where we are required or authorised to disclose information. In particular we may be required to disclose your information under the Government Information (Public Access) Act.

In other words, we will do our best to keep your information confidential but sometimes the law or the public interest says we must disclose your information to someone else.
